The Crow stealing another bird's egg is symbolic of divided government stealing tax dollars and making poor legislative decisions regarding a future they will not live to see.

The building blocks of government includes all its branches, its laws, and regulations. With a divided government the blocks become uneven and unbalanced due to partisan concerns.

The right figure symbolizes disenfranchisement and social neglect of the constituency due to the corruption and distraction inherent in a two-party system.
